13" Revolution wheels with fresh Kumho V710s

These old school 4x100 13"x7" Revolution RFX wheels are from my 1986 Honda CRX and are shod with nearly new (one track day and one autocross - purchased early last month) Kumho V710 215/50-13 race tires. Wheels are straight and in incredible shape - but could use a little elbow grease to get them to show quality. Bolt pattern is 4X100, and I'm not sure of the offset. Backspacing is 5-1/8" Should fit early Hondas, MK1 VWs and Miatas... and a few others.

Who did the powder and polish on those? they are Nioce...won't fit my ride though.
